The Retard Intelligence Agency (RIA) is a private, invite-only group based in Fort Ann, New York, known for its humor, pranks, and collaborative online projects. The group's name, RIA, also doubles as the initials of the three members: Ronin, Izayah, and Alex. Founded in December 2024 by Ronin Tanner and Izayah Jones, the group quickly became recognized among peers for its creative initiatives. On February 27, 2026, the RIA launched the RIA Youth Program, aimed at kids aged 11-13. This program serves as an introductory community for younger members to engage in group activities, gaming, and projects under the guidance of RIA members.

The group became known among peers for their humor, behavior, and posting prank videos on YouTube, though all of these videos were later deleted following an incident involving Connor Havens.
The first YouTube video, published on January 17, 2026, was a vlog/prank titled "GIVING PEOPLE MONEY BUT ITS COVERED WITH NUT *prank*", which ran for 18 minutes and 38 seconds and amassed over 630 views before deletion. A week later, the second video, "GUY MAKES THE BEST YOUTUBE VIDEO OAT (WHAT HAPPENS NEXT IS SHOCKING)", was published. In both videos, RIA members conducted what they considered harmless but controversial pranks at Aviation Mall, which were seen as entertaining by the group but considered vandalism or disruptive by others.
Membership in the group is invite-only. When a potential new member is suggested, current members hold a vote. All existing members must unanimously agree before a new person can join the group.
One member from the original 3 has been accepted to join the RIA.
The group does not maintain a formal list of rules. However, members generally follow one important guideline:
No leaking certain information outside the group.
Another controversy associated with the group involved a study hall phone ban at their high school. According to accounts from members, the situation began when Ronin Tanner confronted a classmate, Michael Sexton, during study hall regarding his actions in a prior situation. The confrontation reportedly lasted about five minutes.
During the incident, Izayah Jones recorded the interaction. It was also reported that another student in the room, Timothy Webb III (a senior), recorded the event as well.
After the confrontation, Izayah sent the video to the RIA Discord server, which at the time included Ronin Tanner and Alex Perras. The video was then reportedly shared further beyond the original server.
Following the spread of the recording, Ronin Tanner and Alex Perras were called to the school office at separate times, though the exact timing of these meetings has not been confirmed.
Izayah later reported that the principal had been informed by another student that the video might be posted online. During the following school week (approximately 3–4 days later), the high school principal reportedly believed that the video had been posted publicly, although members of the group stated that it had not.
As a result, students in study hall were no longer allowed to use their phones. Some students attributed the new rule to the events surrounding the recording, and the RIA was blamed by some peers for the policy change.
The group also faced backlash over the creation of a "Classmate IQ Rank Chart," in which the three RIA members ranked classmates based on how intelligent they believed they were. The chart circulated among students and became widely discussed.
The ranking system used several tiers. In the chart's format, lower tiers indicated higher intelligence, while higher tiers were the opposite. The tiers included (in order):
